A recent opinion piece by City Council members Mark Wallach and Nicole Speer states that “budgeting and appropriations are a zero-sum game. Add money here, and you must take it from somewhere else; that is simply the reality of things.” It seems odd that they didn’t mention the fact that with the library budget moving to the new property tax-funded Library District, the city will essentially have about a $9.2 million budget increase that can be used for new activities and projects. There are a couple of ways that a measure can get on the fall municipal ballot: First, a majority on city council can refer a measure to the voters. Some recent examples of this are the questions over even-year elections last year and the renewal of an Open Space tax in 2019. The second way a measure can get on the ballot is by a group of residents circulating a petition and collecting the signatures of about 3,500 registered voters. We saw this in 2021 in the unsuccessful “Bedrooms are for People” initiative and the successful Fur Ban that same year, and in the successful Sugary Drink Tax in 2016.
